The “Upper 3” (aka, the upper 3%) of the city’s population, along with the Sicilian family and many important and vital corporate facilities (including main headquarters for each corporate giant, laboratories and testing facilities); this portion of the city is always very clean and well-kept, as well as extremely flashy— when tourists or other country leaders arrive, they are purposefully directed here and kept away from the other two districts.

Most of the remaining population within VirtuCity reside here, along with the remaining two crime families: The Russians and The Latinos respectfully; A major facet of the underground also resides here —The Black Market— which is housed in the abandoned subway tunnels beneath the city that were flooded out and decommissioned in 2023 thanks to the breaking of a power dam and the subsequent flooding that came after that destroyed a good portion of The Northern Stacks (the outer most portion of The Overcrowded District, which would later be reclaimed as The Outlands). This portion of the city is noticeably grimier and more disgusting than The Pinnacle— in terms of tech, it is apparent that it’s two or three generations behind (not exactly ancient tech, but it still places them behind both socially and technologically).

****** There Are Three Seperate Sub-Units Within The Overcrowded District ******

The “Stacks” are all separate pieces of the Overcrowded District, all with their own street vibe and notable things about them— For example, The Eastern and Western Stacks actually have housing and the like (Cluster Compounds), while “The Choke” (The Southern Stacks) are so heavily industrialized and filled with pollution (smoke and smaug, street run-off, etc.) that it’s almost impossible to inhabit the area full time (as in live there; however, some of the braver —or more desperate— of those in The Overcrowded District may inhabit a small apartment tower or two… Black Lung is very common here from breathing in so much junk and pollution)
